They cannot. The character will need to sync on his new server. This will update the profile number to where it belongs.

the guy changed his name, so I dont see this happening, and all along the rankings are messed up because of it.

Hey, I did it in a year, coming back from a long retirement. I reactivated just before Rain of Fear release in my 60s with my Epic 2.0 still equipped. I have faith in anyone.
